Doing Business with Pittsylvania County |
| The following
information is intended as a guide only. Specific instructions are available for
each purchase. Central Purchasing is located on the top floor of the Moses
Building, 21 N. Main St., Chatham, Virginia. Office hours are from 8:00 a.m. to
5:oo p.m., Monday through Friday.
Pittsylvania County has a centralized purchasing operation. All purchases shall
go the Central Purchasing Department. All vendors will be afforded an equal
opportunity to quote and compete in all areas.
The Pittsylvania
County Department of Central Purchasing is responsible for procuring products
and services for all County departments. Following the Pittsylvania County
Central Purchasing Ordinance and the Virginia Public Procurement Act, along with
input from the user department, the Department of Central Purchasing will
request phone or written quotes. Sealed bids are requested for purchases that
are expected to exceed $10,000. |

A list of
vendors is maintained based on specific products or services. Vendors who wish
to sell a product or service to Pittsylvania County are asked to send your Name, Address, Telephone Number, Email Address, Fax number and a brief description of the servcies you provide to Donna Meeks.
Applications are available in the
Central Purchasing Department, 21 N. Main Street, Chatham, Virginia, or may be downloaded here. Applications may be faxed to (434) 432-7746 or emailed to Donna Meeks.
Vendors
on the list will be contacted when the County needs the product or service they
provide. If a vendor does not respond to three (3) consecutive bid invitations,
their name is removed from the bidder's list. |

0 - $1,000 - the
Central Purchasing Department will typically seek phone or written quotes;
however, purchases may be made without quotes if any of the following apply:
the cost of the item (s) to be purchased is the lowest of the supplier's current
price lists on file.
that it is known that all competitors have the same price for the items to be
purchased.
that the purchase is on a previous bid or quotation or a part thereof obtained
within six (6) months prior to the proposed purchase.
$1,000 - $10,000 - all purchases are made in the open market. The Central
Purchasing Department will seek written or phone quotes from prospective
vendors. A minimum of two (2) vendors is required, if available, but three (3)
or more is preferred.
Over $10,000 - formal sealed bids. The Central Purchasing Department shall
solicit sealed bids from prospective bidders by sending them copies of bid
specifications and bid forms. The bid documents are posted on a bulletin board
located in the hallway of the Top Floor, Moses Building, 21 N. Main St.,
Chatham, Virginia 24531. Bids are also advertised in the local newspaper (s) at
least 5 calendar days before the final date for submitting bids. |

It is also the
responsibility of the Central Purchasing Department to dispose of all surplus
property.
The Central Purchasing Department, with the approval of the
Pittsylvania County Board of Supervisors, will offer the surplus goods for sale
to the General Public either by sealed bid, public auction, or online at GovDeals.com. |
